Allocates a new IpuzCharsetVec on the heap, initialised
to a valid, empty histogram.
This exists primarily for language bindings. C callers probably
want to declare one on the stack and use
ipuz_charset_vec_init() instead.

A newly allocated IpuzCharsetVec.
