Description [src]
Initialises vec to a valid, empty histogram, with every count set
to zero.
As an example:
IpuzCharsetVec vec = {0, };
ipuz_charset_vec_init (&vec);
// vec is now safe to use
Note
Zeroed memory is not a valid vector. This must be called
before vec can be used.
